The recount that decided the final seat

The initial count on election night had David Stuart ahead of Amy Lubik by two votes for the sixth and final council seat, 3,595 to 3,593. A judicial recount was held on October 27, 2022.

The recount changed both totals to exactly 3,597 votes each: a perfect tie. Under section 151(2) of the Local Government Act, a tie after a judicial recount is resolved by lot. In the City's own description, each candidate's name was written on paper, folded uniformly, placed in a container and shaken, and one name was withdrawn by the presiding judge. Amy Lubik's name was drawn, and she was declared elected by the court.
